I think there is an answer but it is pricey, but then again anything else is a compromise IMO. Remove all the street furniture and raise the road level to the same as pavement. It may sound like a free for all but is tried and tested in many places - traffic have to slow down to negotiate it and people cross where they like but know that traffic is sharing the space with them.
