If all you want it to do is push important Council info, then it should be a cheapo 2 page newsletter printed on recycled toilet roll. It doesn't need to be a magnum opus. I would very much doubt the cost of this is anything like as little as Lewisham claim. In my experience it is a full time job for several people to produce and organise and then everyone's wasted time writing stories about allotments.
