I would assume the step free crossing will be addressing the kerbs and central island on the entrance to the car park, which causes people taking a safe path across the entrance to the car park to step up and down kerb. Hence the use of the term "creating a step free crossing for pedestrians at the entrance"

Im sure an application to the design dept will result in you being furnished with further detail.
