I am horrified how lightly some people take evading one's fare and stealing from all other travellers who will have to pay more in the end. They should be stopped by all means.

Of course they are allowed to park on pavement by default as the council refuses to send wardens down. Not sure why DR should suffer because a possible solution would push traffic onto other roads.
