I don't think so. However, it was 11am on Saturday morning and I'm pretty sure he's a minister for one of the nearby churches! He doesn't live locally, but Devonshire Road is a free car park you know...
My theory is that he just hit the accelerator instead of the brake (automatic) and then put the car in drive before moving his foot.
