Whilst understanding your annoyance surely LBC are only acting like most other freeholders of blocks of flats.
If you have recently purchased surely your surveyor noticed the problem(s).
I am not sure it would be considered reasnoble to ask a freeholder to make an annual check of the infrastructure. Do not forget the check itself would cost a great deal of money which would be charged back to you pro rata.
