And the staff who will be losing their jobs probably will not be willing to work for nothing. Whoever runs the library will need to generate sufficient income to run it at the very least as a not for profit venture, very much like the organisation who originally proposed to run the library.

I can't see how sufficient income will be generated from renting out rooms presumably for local business people to hold meetings in, clubs etc to cover running costs.
