It seems that the overcrowding at Forest Hill Station is now officially recognised.
See P34 of the London Assembly Transport Committee report here which shows Forest Hill as one of only four stations outside Zone 1 (which is excluded) to have between 1.5 and 2.5 million passenger entries and exits per platform. Of course if Southern had got their way and halved the number of exits by closing the Perry Vale exit completely Forest Hill would probably have gone straight to number one on the list as the scale only goes up to 3.25 million.
A good case for prioritising the funding of the complete rebuild the station needs should be possible to build based on that. If being in the top four blackspots isn't sufficient to get sensible action taken then the future for the entire network would seem bleak.
