The EU have decided not to allow Romanians & Bulgarians uncontrolled border crossings in Europe. This is because organised gangs from these countries are causing too many problems. The issue was pushed through by Germany and France.

Similar temporary restrictions on complete freedom of movement were imposed on the previous accession countries to prevent massive disruption to labour markets in existing member states. UK did not impose such restrictions on that group of accession countries and as a results benefited for quite large numbers of young Polish workers coming to Britain to sustain our economic growth.
