As I said in the other election thread, "Where did all the votes go?" It would appear that, across these five wards, at least 1 in 8 of those who voted failed to use all three of their votes - 25% of the votes were discarded. This figure does not include those who did not vote at all.

Crofton Park - Papers Issued 6747. Votes Available 20241. Votes Cast 17901. Votes Spoiled 153. Votes Discarded 2187.
Forest Hill - Papers Issued 6619. Votes Available 19857. Votes Cast 18987. Votes Spoiled 117. Votes Discarded 753.
Sydenham - Papers Issued 6711. Votes Available 20133. Votes Cast 18194. Votes Spoiled 186. Votes Discarded 1753.

Is it really so confusing that almost 25% of those who voted failed to cast three votes for councillors?
Voters are confused - we already have at least three different voting methods here - STV for London and Lewisham Mayors, closed Party list for GLA and first past the post for the other elections.
Maybe the ballot for Borough Councillors should have had three columns or been phrased differently.
