20mph speed limit

So does the 20mph speed limit apply to cyclists? Driving down the far end of Wickham road last week in a bunch of cars going along at 20 ish mph we were burned off by a mamil which led me wonder if the 20mph limit applies to cyclists? Anyone know the answer to this?

Interesting article thanks. Wasn't that chap who killed the pedestrian with a track bike a little while ago prosecuted for furious riding?
