There are "junction reconstruction works" due to start, which will include stopping vehicles entering Devonshire Road from the South Circular (while the works are taking place). I presume that it is under the remit of TFL rather than the borough as it involves the South Circular.

Does anyone know the extent of the works that are scheduled?

A masterpiece of bureaucratic goobledygook.

What exactly does paragraph 3(a) mean?

Perhaps they should just have posted a plan.

In the last few minutes, with the power of the Google and TFL's website, I have got some way to an answer.

There are two works scheduled:

Ref.: YG417311796
Location: Devonshire Road, Horniman. (both directions) between Davids Road and Waldram Crescent
Authority: Transport For London
Descn: Footway improvements works including resurfacing of footway.

Ref.: YG417311799
Location: Devonshire Road, Horniman. both sides of footway at j/w Waldram Crescent
Authority: Lewisham
Descn.: Footway improvements works including resurfacing of footway & construction of speed table in carriageway junction

N.B "Speed tables are midblock traffic calming devices that raise the entire wheelbase of a vehicle to reduce its traffic speed. Speed tables are longer than speed humps and flat-topped, with a height of 3–3.5 inches and a length of 22 feet."

Devonshire Road did not end at the present junction prior to the S Circular being installed, so there is a small part of the South Circular that is called "A205 Devonshire Road" that leads on from the current Devonshire Road.

Paragraph 3(a) is just referencing the junction between the S. Circular and Devonshire Road.
