It never occurred to me that insurance companies and the judiciary might have an understanding where motorists are not banned from driving for life for their offences regardless how reckless the driving.

Maybe these criminals are generally very good earners for the companies with extreme premiums payable for life - and it would be thought unfair to deny companies access to their key customers/profits.

Such an interpretation would be in keeping with the driving force behind TTIP and the like - the rights of companies outweigh the rights of individuals.
