This is just a tactic, Sainsbury's used it as I recall. The plan is to spend thousands on a consultation so that it looks like the council have sought out public opinion. If the result doesnt go the 'right way', the council leaves the building empty for years, so that people get so fed up with an empty building that they eventually give in and accept what the council wanted in the first place.
