A return to an annual cull to keep the numbers down has always seemed best to me. As has been noted when a Fox is 'removed' others move into the space so after a few years of regular culling there would be fewer foxes with larger territories (as was the case in the past) and they might even return to being the shy mostly nocturnal animal they should be.
Discussing this at work last week one suggestion was that we are currently embarked on a slow path to domesticicating foxes as happened with dogs - very amusing I thought.
