Dead black cat found on Brockley Rise

Hi,
Sad news I'm afraid. I found a black cat, full grown but didn't look elderly, dead on the pathway where Brockley Rise meets Lowther Hill. I rang the RSPCA and they said to ring the council. The council said all they can do is dispose of it. So I'm messaging here hoping that whoever needs to see this, will.
