Street Lighting - just how bad is it?

Does anybody know when Skanska will finish the job they started in Honor Oak Road? I have had a yellow board covering a hole outside my front door for at least one month. I have called the 'Hot' line several times and the answer is always the same - 'they are working on it' No they are not, HOR is littered with Skanska blue hurdles.
