Biggest annoyance to me in this category recently are the quad bikes. Almost unrestricted exhausts, some ridden by utter idiots.
Im fine with any kind of transport, controlled properly, but sawing exhausts off, making lots of noise while riding or driving like a complete idiot... Take them off the road.

With regards to the police stopping mopeds etc, they are sometimes reluctant to, as failing to stop causes a chase, which regularly ends in tears. Guidelines encourage interacting with them when stationary, i.e parked.
