Why are the borough cemeteries closed to the public?

Why is Lewisham Council not doing as it WAS instructed to do so by the Communities Secretary, Robert Jenrick and re-open the cemeteries in the borough so that relatives can visit their family graves?

Perhaps the Councillors can respond?
