Brian - what do you think the authorities can do aside from what they already do????

the police investigate and if they get evidence the burglar will be prosecuted and if convicted sentenced. I think sentences could be longer - but it is up to the government to set sentencing guidelines. They certainly need to build more prisons - and the issue of education and unemployment play a part. Some people are of course just plain bad and will commit crime regardless......
