Just complain to the council. They own the pools and are also responsible for noise abatement.

Yep, they own the pools but have contracted out the services, maybe beneficial speaking with the pools operator who are contracted by the Council and if no joy, speak with the Contract Manager who is responsible for the management of this contract at the the council. The operator probably has the contracts across all pool the facilities in the borough.

Look up the Control of Pollution Act. You may find it on the Council Website.
It lays down what Contractors can and can't do and the times they are allowed to work etc.
