Why does Lewisham Council need a Mayor and a Chief Executive?
This makes no sense, thought the Mayor led and directed the Council? If money is too tight to mention as they keep on telling us, then why have two people running the Council?

How about:
One is needed to promote his political agenda and to come up with proposals again in line with his political views. The other is an employee who is paid to try and make it all work, get involved in the detail whilst attempting to make it all affordable.
