That's fine for the fly tipping bit but there's not much the council can do about the unbadged advertising hoarding as it is affixed to the flank wall of whatever shop that is so I think it's the freeholder who need to be contacted. Whoever operated the hoarding clearly no longer does but the freehlder may have the details of the operator who should be asked to remove it pronto.
The hoarding may or may not have planing permission so that's another avenue to explore but my guess is that whoever put it up wasn't too concerned about pp...
I see this issue has been referred by Lewisham to 'JCDecaux' for action. I assume they must be responsible for this advertising hoarding.
JCDecaux Group is a multinational corporation based in Neuilly-sur-Seine, Paris, France, is known for its bus-stop advertising systems, billboards, public bicycle rental systems, and street furniture
They may well be responsible for it historically but given the state it's in I suspect they ditched it some time ago and it's being operated by some fly by night individual. That said, JCD are generally good about removing stuff if there's a threat of any action being taken (I know far more about this subject than is generally considered healthy...)
Two months and no action. Still an unsightly mess.

Hardly Lewisham's fault if (as an earlier post correctly suggested) it isn't in their remit. Love Lewisham said they referred it but it might be worth contacting JC Decaux directly.

I would be surprised if it were not within a local authority's remit as it probably required some form of planning consent (with conditions) when it was first erected.
I now have the contact details of the person who administers the lovelewisham site and who is responsible for allocating any action. See what they have to say on Monday.
Have been trying to do the same for the rubbish bins by the underpass steps outside Smiths - as well as the bins there is always a plentyful supply of rubbish around the bins on the floor. I spoke to the staff in Smiths but they just shrugged and said they put theirs in the bin and had no interest in picking up anything else. Emailed Lewisham flytipping and heard nothing...... if I knew how to tweet perhaps that might the be way to go with this too....
Tweeting has not has the desired effect on this occasion, I shall try asking again.
Twitter can be very worth while and effective at times, also a good source of info like travel information... Worth using if you have a smart phone, if not, less so
I spoke to someone in environmental services at Lewisham yesterday. Apparently, these lovelewisham issues are progress-chased after seven days. This one it seems was not. Fulsome apologies etc. Someone will be tasked to follow it up this week.
Won't be holding my breath.

Good news! The advertising hoarding has been cleaned up and papered over in plain white. Looks so much better. Well done Lewisham...let's see how long it remains free of flyposters.
