It has been reported by several people that there's a fault with the Forest Hill Station cashpoint - the ATM says transaction failed and doesn't dispense cash BUT still debits the account ...

I'd contact your bank to get that refunded. Also contact London Overground who can contact Bank Machine who operate the cashpoints.
