What is that chemical smell on the platform 2 stairs? It is really over-powering. It has been really strong for the past few days?

Was there any grit/salt on the stairs? It might have been that. I've noticed it at FH station - reminds me of the smell of Copydex glue.

Fox smell can be very strong there in the morning. Is that it?

I think it's ammonium or hydrogen peroxide - it's got that kind of really acrid smell to it. It's definitely those white pellets they put down, and not foxes.

Are these compounds sometimes used to stop things from icing over?

Rock salt is used to melt ice. It is commonly called grit.
Possibly the smell you are experiencing is some sort of cleansing agent.
