They seem to be fading badly again this year though I have not seen anything on the news. Is there hope??

Apparently, it's the good things about the poor summer. The hotter and drier the weather, the more the leaf miner flies breed.

The link above suggests there is a disruptor solution to stop the flies mating but I'd guess it would have to be a widespread effort to stop them just respreading once the solution disperses. :(
