Yes planning permission was granted. You can see this from the link above.
It is meant to open in march and hopefully it will so that cheeky can buy me a pint! See http://www.se23.com/forum/showthread.php...4#pid60634
In fairness, if is isn't open in march I'll buy cheeky a pint when it does open.
