I'm having an interesting discussion with some Google Maps reviewers as to whether local wards are allowed.

I think those are excellent test questions, which are pretty well exactly those I have used in discussions with my local councillor, who makes a futile attempt to create a local web site for the ward. I actually think they apply as well to larger areas such as LB Lewisham, of which this ward is a part - you can read my thoughts at length on this if you want, but AFAIK, Lewisham is an area on Google Maps, so why not its wards? Here in LB Lewisham we have an attempt by the Council to develop a ward level consciousness, and thank to a system of Local Assemblies, they have some significance; people do sometimes ask what ward they are in when it comes to what Ward Assembly to go to to raise some issue, or go for funding for some project. More widely, knowing what ward you are in is relevant to knowing what local councillor you should take up an issue with. So I really think wards should be allowed - can you point me to the policy and discussion where Google has verified that they should not be?
