I have personally attended a Muslim funeral in a Lewisham cemetery in the un-consecrated section, so I know that Muslims can and do get buried in Lewisham (and Jews could be buried in the same area).

But most Jewish burials in London take place close to the M25 on land which is purchased by the synagogues. However, burial in un-consecrated areas of council cemeteries is acceptable.
