Derelict building-getting a CPO?

Hi wondered if anyone can advise?

There is an old Victorian house in our road - former HMO- which was vacated about 8 years ago and left in poor state. Various people bought it and got planning but nothing progressed presumably due to the credit crunch . Its hoarded off but still looks unsightly and very unsafe due to increasing structural cracks. I wouldnt like to be living right next to it.

There are reported to be rats in it which isnt surprising.

The question is what can be done- are there grounds for a CPO for instance? Health and safety? Given the rise in property prices it must now be economical to sort out. Personally a full demolition and rebuild is the only option. Whatever happens something must.
