I think this is a good initiative.
Although the car marking is for 2019 onwards or luxury models, they also appear to be offering free marking kits for vauluable like laptops and cameras etc

My uncle used to sell a postcode marking machine that embossed the owner's name and postcode into plastic casings. You can also buy identifying labels that have very strong adhesive glue. Some ultra-violet marking pens are available, but I think they wear away after about six months.

These marking kits must be quite good at £60 a pop! But they're giving them away
DNA marking drops — These drops can be applied via the applicator which is a clear
dot barely visible to any device or property which has unique DNA assigned to
individual packs. This is good for laptops or any high value property.
Information — Security information for your vehicle such as steering wheel locks
and pedal locks ghost immobilizers and faraday pouches.
Tool marking kits — Much like the DNA marking drops specifically designed for tools.
Usually £60 but were giving them away for free!

Anything free or not to deter the level of vehicle and trades peoples tools theft across SE23 has got to be a proactive measure and applauded.
And yet another 4x4 vehicle stolen three nights ago. It's criminal 
Does SE24, SE25, SE26, SE22, SE21 and SE15 suffer from similar levels of vehicle theft?
At some stage trades people may begin to say they won't work in certain postcodes owing to the level of attempted thefts of their vehicles and tools unless action is taken to reduce and irradiate this heinous crime that we all end up paying for through increased insurance premiums, be those vehicle, buildings or contents insurance.

Does SE24, SE25, SE26, SE22, SE21 and SE15 suffer from similar levels of vehicle theft?
My bet is that it's exactly the same across Greater London
