There is already a 20mph limit down that rd, but the police won't enforce it and I don't think the council can (yet...)

I lived on Boveney Rd until recently and that part of HOP was always difficult, jammed at rush hour, then speeding motorists at other times.

Recently moved to SE4 and we have the same issue on our new road!
