that's what it sounds like to me! One of the women told us that one of the offenders has been caught and let out/off so many times and he just keeps doing it. I was hoping the police will make a dna match but now I've been told that if it's a kid nothing will happen and if it's an adult we will only find out who it is IF it goes to court! I'm disgusted that the victim can't have any information but the criminal is protected!
